Journalist or Media Representative

Eligible Person:

This sub-class of Resident Permit shall be issued to a Journalist or a foreign media representative who holds an accreditation from the competent Rwandan Authorities.


Eligible dependants may accompany the principal applicant. But will have to apply for M2 resident permit.

Where Application Made:

*Applications should be made at the Directorate General of Immigration and Emigration.

Travel document:

Any genuine acceptable travel document valid not less than 6 months.

Permit Fees:

100,000 frw

Validity of Permit:

2 Years

Permit Extension:

This permit may be extended upon application.

Change of Status:

Change is permitted

Work or No Work:

Work is permitted

Single or Multiple Entry:

Multiple entry

Certificate of Good conduct:

Applicants are required to provide a certificate of good conduct from recognized law enforcing authority from the country they have been residents for minimum of 6 months.  The certificate is to indicate whether the applicant has had any criminal convictions.


For applicant whose permit is in the passport which is expired or lost and requests for the permit to be transferred in the new passport, will have to pay 10,000frw.


*One clear colored passport size photo with white background recently taken without glasses, caps and scurf; (the photo should be attached to the application form by use of glue stick. Stapling and clipping the photo to the application form is not advisable).

*Permit application letter addressed to the Director General of Immigration and Emigration.

*Curriculum Vitae

*Original Police Clearance from the country you have lived in for the last 6 months

*Notified diploma/degree

*Employment contract

*Recommendation letter by the employer

*Accreditation card from the Rwanda media high council

Processing time:

3 Days


To avoid penalties, the applicant should apply/renew visa in time before expiration of current visa. Penalty fee is 20,000frw in a period of 6 to 15 days of the delay. Article 34 of the Ministerial Orders establishing procedures and regulations categorize other penalties from 16 days to 9 months and above.
