GROUNDS FOR APPLYING FOR OR GRANTING RWANDAN NATIONALITY BY ACQUISITION ARE THE FOLLOWING

* Birth on the territory of Rwanda;

* Special skills or talent;

* Substantial sustainable investments or activities;

* Residence in Rwanda;

* Being an immigrant;

* Statelessness.

WHERE APPLICATION IS MADE

* At the head office of the Directorate General of Immigration and Emigration

* At all districts Immigration Offices where the applicant resides.

* In foreign countries, the application shall be submitted at the Rwandan Embassy or Consulate in his/her country of residence

PROCESSING TIME

* Six (6) months 

A PERSON WHO APPLIES FOR RWANDAN NATIONALITY BY ORIGIN MUST FULFIL THE FOLLOWING:

* Present 3 Rwandan witnesses who are blood related and know him/her well;

* Birth record issued by the country of birth;

* Application letter confirming she/ he was born to a parent of Rwanda ancestry;

* One recently taken colored passport photo with white background;

A FOREIGNER WHO INTENDS TO APPLY FOR RWANDAN NATIONALITY BY ACQUISITION ON GROUNDS OF NATIONAL INTEREST SUBMITS TO THE DIRECTORATE GENERAL THE FOLLOWING DOCUMENTS:

* Birth certificate;

* Copy of passport;

* Copy of residence permit, if he / she resides in Rwanda;

* A certificate that he/she has not been sentenced to imprisonment for a period of 6 months (criminal record);

* Recommendation letter that a relevant authority addresses to the Director General, describing the national interest on which the applicant may be granted Rwandan Citizenship;

* Birth Certificates of his/ her children under 18 years of age at the time of application;

*One recently taken colored passport photo with white background;

A FOREIGNER INTENDING TO APPLY FOR RWANDAN NATIONALITY BASED ON BEING IMMIGRANT SUBMITS TO THE DIRECTORATE GENERAL THE FOLLOWING DOCUMENTS:

* Birth certificate (when available);

* Identity card or any other document proving his nationality;

* Certificate that he/ she has not been sentenced to imprisonment for a period of 6 months (criminal record, when he/ she is in position to get it);

* Recommendation issued by Executive Secretary of the Cell confirming his/her physical residence on the Rwandan territory of at least twenty-five (25) years or being a descendant of migrant and explaining why she/he does not hold valid document of residence;

* Proof of properties in the country or his/her activities / occupation;

* Birth certificates of his/her children under 18 years of age at the time of application;

*  One recently taken colored passport photo with white background;

* A commitment letter that affirms the applicant shall use the special skills or talent in the interest of Rwanda;

* A recommendation letter that the organization concerned addresses to the Director General and which indicates how the special skills or the special talent of the applicant are sought in Rwanda;

* Birth record issued by Rwandan Civil Registrar proving that she/he was born in Rwanda and is aged at least eighteen years old;

* Document certifying that the applicant’s parents were legally residing in Rwanda at the time of his / her birth;

* A certificate that he has not been sentenced to imprisonment for a period of 6 months (criminal record);

* A copy of passport (if any);

* Residence permit if he/she resides in Rwanda;

* Statement signed by Executive Secretary of the sector where the child was found confirming that the child does not have information pertaining to the identity of his her parents or their origin;

* Any other proof that the child was found on the territory of Rwanda (if any);

* Testimonies and Identity card of a person who is exercising parental authority over him/her (if any);

REQUIRED DOCUMENTS TO APPLY FOR RWANDAN NATIONALITY BY ACQUISITION ON GROUNDS OF MARRIAGE

* Birth certificate;

* Marriage record issued by Rwandan Civil registrar proving that the couple has been in a marriage   for at least five years;

* Certificate that he / she has not been sentenced to six months' imprisonment (criminal record);

* Certificate of shared common marital life, ethics and good conduct issued by Executive Secretary of the Cell or the Rwandan Embassy depending on where he /she resides;

* A copy of passport and foreigner’s identity card if he/she resides in Rwanda / residence permit;

* Refugee’s identity card (if applicable);

* Copy of identity card for the Rwandan spouse on the day of marriage or any other justification of his / her Rwandan nationality and copy of identity cards of three Rwandans who known him / her (preferably his/her close relatives when available) and a brief note by those witnesses on each copy indicating their address, profession, telephone number, their relationship with Rwandan spouse and signature;

* A copy of the residence permit (if he or she resides in Rwanda);
